Governor ESL Narasimhan faced embarrassing moments when opposition members protested, forcing him to read out the speech in a hurry at the joint session of the legislature on the opening day of the 45-day-long Budget Session.

Right from the time he entered the Assembly, he faced vociferous protests from members who raised slogans and disrupted his speech, shredding copies of budget speech. As the members threw the prices of his address copy, the Governor’s security prevented the paper missiles from hitting him. There was a semblance of peace only when the national anthem was rendered.

Initially, members of the TRS rushed into the well of the House and did not allow him to deliver the address. They raised slogans demanding formation of a separate Telangnana and later walked out along with the members of the TDP.

The trouble started when members saw there was no mention of the Telangana statehood issue in his address. The House was thrown out of gear with both TRS members and a section of TDP members supporting Telangana cause disrupting his address time and again.

The Governor mentioned about Krishna-Godavari waters, Hyderabad being developed into medical tourism hub, welfare of farmers, Arogyasri, maternal and infant mortality, eradication of diseases, improvement of power supply, education, environment, and midday meal scheme. Chief Minister N Kiran Kumar Reddy was all smiles, while Opposition legislators created a ruckus. The Speaker sitting by the side of the Governor was also smiling from time to time
